Todd,

You interpret it correctly.  I don't know what the postage is from his QTH, 
but I usually send $3-4 US. to OQRS Stations.  After all you Save $1.10 on 
postage which I would rather give to the operator.  In some places postage 
is under $2 to the US and others, even in Western Europe it is over $2.  I 
don't encourage "extortion" from hams for QSLs, but if you really want it, 
the extra $1 can be justified in my mind.   I have not sent him a card, 
since I did not work him, but I have received many others from DXpeditions 
that I have worked.

If you want to find out if an op has a bad QSLing record, going to IK3QAR 
Manger database will show you comments from hams who have gripes about a 
station.  I Checked ZS8Z and he is too new to find any info:

I am interpreting this to mean that if you send a donation via Paypal
(which would obviously include more than the recommended minimum) to the
email address listed and include your qso details, that you will be sent
a qsl card without having to send your own to him. This would be similar
to an online qsl request service. Does anyone else interpret it that
way? And if so, has anyone else done this and received a qsl card from ZS8Z?
