Yes, there is a wide variation, and I think contest operation is a big factor, for the reason Pete states. It's also true that RTTY QSOs in general tend to have a higher LoTW rate, I think because RTTY operation these days is computer-centric and nearly all RTTY operators have electronic logs. The lowest HF LoTW QSL rate by mode, in my experience, is SSB, for I think a similar reason -- there is a positive correlation between electronic logging and LoTW participation, and SSB operation does not require a computer.
Besides my N4II account, I monitor LoTW for three clubs. Here is their LoTW status:
N4II: 1842 QSLs / 4247 QSOs = 43.4%
W4MOT (Motorola ARC): 2526/8233 = 30.7%
K4FK (SFDXA): 1600/3904 = 41.0%
N4BRF (Boca Raton ARA): 784/3271 = 24.0%

I have 51,522 QSO records on LOTW and I have 16,128 QSL records for a percentage of 31%
38% is high, from what I hear from others.
BTW, I worked 395 in the CQWW RTTY test this weekend, and have 105 confirms on LOTW already.
Contesters usually upload within a few days of the contest, especially now that CQ requires the on line logs within 5 days of the contest.
Just a few numbers to add into the mix.
