[SFDXA] Looking for references on CW vs. SSB

I'm looking for references about CW vs. SSB. For example, I've see the following 
on the FT-817 reflector:
"the US Army considered that CW had a 16 dB advantage over SSB"
I've also seen reference to "18 dB".

Does anyone have an actual reference/citation, Army manual, study or publication 
for these claims?
