I realize that this is not HF related however, neither was 220-222 when
the Amateur service lost spectrum. This is why we need to get
more substantially increase the licenses in Amateur Radio. At the same
time we need to be active on all bands not just one or two.

The FCC released an Order yesterday granting Progeny permission to
commence commercial operation of the M-LMS positioning network. These
are in the 902-928 band. Progeny does hold licenses in the Atlanta
area. The M-LMS license of interest most to hams is the one that
extends above 927.0000 up to 927.2500. They will be operating a beacon
transmitter using 925.2500 to 927.2500 (and another at
919.7500-921.7500). In the pecking order of licensing, M-LMS licensees
have priority over amateur radio. It is possible that amateur radio
repeaters operating below 927.2500 may not be an issue for them, but I
would like to hear from folks on the West Coast as to how that is going
as supposedly Progeny has been in operational tests in San Jose for the
past three years. This may necessitate adjustments to the NFARL and
other repeaters whose outputs are between 927.0000 and 927.2500. By
the way, this Progeny license block extends all the way to 927.7500
but their proposed service is not utilizing the 927.2500 to 927.7500
portion.
I've not yet heard of a launch date for the service, but I do know the
Atlanta network is constructed. Progeny's service is marketed as a way
for Public Safety and wireless operators to improve the accuracy of
E911 location reporting, especially from indoor environments. To
accomplish this, a Progeny receiver would have to be incorporated into
or interfaced with a Pubic Safety radio or cell phone. I'm not aware
of any units currently equipped and not sure how many handset vendors
are planning to add this to their
already full hardware platforms. Plus, it will add to the battery drain.
