This is from page 32 of the Standard.

(B) The earth shall be compacted and made tight against the length of the conductor or ground rod, as
illustrated in Figure 4.13.2.3(B).

4.13.2.4* Multiple Ground Rods. Where multiple connected ground rods are used, the separation
between any two ground rods shall be at least the sum of their lengths where practicable.

[my addition to make this clear:  two 8 foot rods are to be 16 feet apart]
