Yes. They prohibited it, without apparent provocation, in August 2006. No word on when it will return.

Apparently, Turkmenistan – EZ no longer allows Ham radio !

The latest information we have (at the ARRL) is that ham radio has been suspended
there, we are not accepting cards for this until we know more or if
things change
