[SFDXA] LOTW down?

After loggin in, I get the following message from different browsers on
different systems:

Fatal error: initializeLOTWDB: -709 - CONNECT: (connection refused:
x_server not running): General database error [initializeLOTWDB: -709
- CONNECT: (connection refused: x_server not running)]

Is it just me?
