[SFDXA] LoTW heading for Statistical Cliff? - SFDXA letter andresponse

That information is dated.  From what I recall from reading the DXLab and Lotw mailing lists, this response was about a problem they had last month when it went down for a couple of days.

The most current information I read said they are updating their storage and retrieval hardware, but that isn't expected to be received for approximately 4-6 weeks.  I think this was posted on here earlier, it's hard to tell since so many mailing lists are full of posts about this.

In the meantime it is pretty much expected that the processing backlog will increase until the new hardware is installed.

The better news is that the author of DXLab and others, are looking into rewriting some of the software.  Computer hardware changes rapidly, and the hardware they've been using is old by today's standards.
