[SFDXA] LOTW backlog continues

Hi Steve,
My last upload was 1511Z on 11/30.  It is now 1600Z 12/06 and that file is not 
yet processed.  The delay is already greater than 6 days.  The system is 
seriously ill.  While they may have fixed "a" problem, they have not fixed "the" 
problem.
