I would think that a contester would know or have some idea of the availability 
of the Internet well in advance of the contest and with that knowledge or 
speculation would request and extension as a contingency.  Again problem solved.

As long as you can get in touch with them within 5 days or “before” you know you 
have a problem so that they can grant you an extension.  I think they expect you 
to be clairvoyant !

But, I guess that is their out...  Their robot better be up to the task of 
telling everyone that they have submitted in time, and no one had better find an 
error that needs to be fixed.  


This is not a problem, usually for long time contesters, but pity the newbie who 
is just learning how to report his score, makes a mistake and has trouble 
figuring out how to fix it...  I’ve been there in years past.
