*Ham Radio Emergency Communications Ramps Up in Japan While it Winds 
Down in New Zealand:* Ham radio manufacturers donated hundreds of 
VHF/UHF handhelds to the Japan Amateur Radio League for use by amateurs 
at refugee centers and disaster relief centers; Quake relief in New 
Zealand is winding down as life in Christchurch returns to normal.

*Hamvention® Award Winners Announced: *Shirley Roberts, N8LX, is Amateur 
of the Year. EZNEC developer Roy Lewallen, W7EL. gets Technical Service 
Award, QRZ.com founder Fred Lloyd, AA7BQ, given Special Achievement 
Award, and Charlottesville, Virginia's Albemarle Amateur Radio Club was 
named Club of the Year.

*Russia Joins CEPT:* IARU Region 1 officials consider the decision "a 
major step forward to achieve worldwide radio amateur roaming." Also, 
the new government of Southern Sudan has issued its first amateur 
license, for a DXpedition scheduled for July; and the planned DX0DX 
expedition to the Spratly Islands has been postponed again

*Alleged Pirates Indicted in Deaths of Hams: *To stand trial in Norfolk, 
Virginia on piracy, kidnapping and firearms charges.

**

*ARISS Achieves New Milestone: *Astronaut makes 600th school contact 
from the International Space Station. Also, the ARISSAT-1 satellite is 
scheduled to be turned on from inside the station on April 12; two new 
ham satellites -- FASTRAC-1 and FASTRAC-2 - successfully separated from 
each other on March 15, but three other ham satellites -- Explorer-1, 
KySat-1 and Hermes all were lost in a launch failure.

*Twenty-Seven Candles for OSCAR-11 ... and Enter the Fox: *The OSCAR-11 
satellite turned 27 years old on March 1. Plus, AMSAT introduced its 
newest program, Project Fox.

*Chinese EME/Satellite Mission Under Way: *AMSAT-China is in the midst 
of a DXpedition to southwestern China for experiments in EME 
(Earth-Moon-Earth) and satellite communications.

*Senegal Telecom Institute Gets Ham Station:* International 
telecommunications institute trains future telecom engineers and 
regulators from 14 African countries.

**

*FCC Changes Amateur Spread Spectrum Rules: *No more automatic power 
control, but maximum power output is dropped from 100 watts to 10 watts PEP.

**

*Bell Labs Develops Tiny Cellular Antenna: *lightRadio^(TM) cube could 
revolutionize cell networks, greatly reducing the need for controversial 
towers and tower laws that often ensnare hams.
