Bill,
This LA Times article has taken the science so out of context that it is 
laughable! Cycle 25 has not begun??? What about this:
  http://www.swpc.noaa.gov/SolarCycle/

Cycle 25 has very clearly started in mid 2010 and is well under way.   
If anything, we are near a Dalton-like minimum as
in the early 1800's, see:
