[SFDXA] to SFDXA board - DXpedition funding request

Being good stewards of the funds has little to do with the situation. By 
contributing before we get listed on their website as an active DX club 
that promotes DX peditions. contributing after the fact,after the 
thunder is over, is of little promotional advantage to the club.
