Bill,
That article focuses on self-resonant antennas, something that is not 
always feasible
in limited spaces. But he does imply that antenna capability and 
performance are
related. 

I'm making a presentation to the Gold Coast ARC on 26 April on that topic:
  "You Can Enjoy DXing with a Modest Ham Station!"  which will include a 
couple of
limited space and stealth antennas - and techniques for constructing 
them. The focus
is on how well you can do with these limited space antennas.
