[South Florida DX Association] A New FBI Toy

It has been several years, but back in the height of the dope smuggling era
I ran a small FBO (fixed base operation) at a local airport.  We kept
finding air traffic transponders clandestinely installed on light aircraft.
Law enforcement insisted that they had a right to install them even though
doing so violated the federal regulation pertaining to log book entries for
all maintenance.
