FYI From Irwin, N4IEW:
A proposed new convoluted formula to calculate license fees by SUTEL
(Costa Rican government agency in charge of telecoms) could mean that
superior class license holders (similar to extra class in the USA) would
pay ¢74,559.38 or about $ 150.00 USD per a 5 year period.
Granted, the lower class ham operator pay a lower fee than the superior
class but then of course, there would be no incentive to upgrade, EVER!
Costa Rican hams would be relegated to UHF and VHF since it would cost less.
It is unclear but this fee may be imposed on visiting ham operators
visiting for DX expeditions and or moving to Costa Rica permanently.
To see the proposed fees and formulas visit the link at Radio Club de
Costa Rica (in Spanish) Link located at the top main page. Follow "Bajar
Archivo" link (pdf file) and look at section 3.1.8 of the document.

Let's all support our TI friends and email IARU representatives to put
international pressure on the Costa Rican agency in charge.
