I wrote to the guy asking him to contact ARRL whether he is a member or 
not. Every state that has a cell phone law also specifically exempts ham 
radio use, is NY is different? If so then they may be at odds with 
Federal rules on the matter. Anyway, the reporter got a few important 
things wrong. the KEY difference between cell use and ham radio use in 
the mobile is that ham radio is a push-to-talk operation. According to 
safety studies that is a critical difference regarding safely operating 
a vehicle. That is why every (is NY the exception?) state exempts ham 
radio PTT operations in the mobile.

I'm off to Arizona to see my daughter. We plan to use ham radio in the 
mobile there. Hey, I'm foreign born, I guess I better bring my US 
Citizenship Certificate with me.
