Yes, I recall the ruckus that Paul Brodeur stirred up. In general, though, I
would like to see the ITU be much more assertive about its rule requiring
member administrations to protect licensed radio services from utility
interference.

Canada also has RF exposure guidelines. Although Industry Canada does not
require that all Canadian amateurs evaluate their transmitting stations for
compliance with these, Radio Amateurs of Canada provides information to help
the Canadian ham decide what might be appropriate in his specific situation.
I have never had to sign any declaration or certification.

The Canadian amateur radio regulations are quite generous; 2.25 kW PEP max.
(J3E only) for Advanced licensees, no band segmentation by emission or
licence class, and no emission-specific limitations except for a maximum
permitted occupied bandwidth per channel.
