This is important information for everyone in Florida as well as the rest of
the country.  DTV is bringing with it some exciting new options and
opportunities for the viewing public.  These new opportunities, though, also
come with some new challenges that Amateur radio operators are particularly
adept at addressing.

The February 17th cutover (that is 11:59 PM on 02/17/2009 for clarification)
is NOT an apples for apples proposition.  Nearly all TV broadcasters are
being forced to sacrifice up to eighty percent of their Effective Radiated
Power (ERP) when they go digital.  That will severely impact the users of
indoor antennas as well as rural TV viewers who currently live in "fringe
signal areas".  Outdoor antennas, often called Over The Air Receiving
Devices or OTARDs will be crucial for receiving DTV signals.  If you have
read PRB-1 or the matching State law, you will remember there is specific
language that defines what an OTARD is and how high one can be placed above
the roofline of any building, even if property deed restrictions are in
place. The HOA Nazis will find the OTARD provision most irritating.  But it
is the law!

Many TV viewers will also find it necessary to re-orient any outdoor
antennas currently in place because Channel XX's DTV transmitter is not
located at the same tower site as their analog transmitter is.  In the
TampaBay market, this is true for WMOR (32) currently located in Polk County
and WXPX (66) currently located in Manatee County.  Their respective DTV
transmitters (19 and 42) will operate from a tower in Riverview
(Hillsborough County) and both with lower ERPs than their analog stations.
We also have an existing DTV channel (24) operated by WTSP from SW Pasco
County that will move almost sixty miles to a site in Manatee County and
become WWSB-DT.

organized Amateur Radio group you may represent known to your local Society
of Broadcast Engineers Chapter in your area.  A list of chapters nationwide

Chapters and their members are at the heart of the DTV cutover.
