It looks like both FS and FJ are separate "overeats 
collectives"

with equal standing in the French system. 
 
The question remains whether the DXCC desk and ARRL Awards Committee will 
determine that FS is effectively the successor entity to the old FS+FJ or they 
are both "new ones."
