Yes,  Hams do help in situations like that...   When I was just a young op
in January 1964, I received a "Public Service Award" from the ARRL for
assisting communications in the Cleveland, Ohio area during a snow
emergency, where the whole town was shut down... trees down, power lines
down in many areas, people snowed in with feet of snow blocking them in,
etc...  I hope that the ARRL sends all those hams who helped in Oregon a
similar award.
