Likely, given his position.  I'm sorry I missed the 
presentation.  There is a lot of interesting information on a web 
site maintained by Mike Thomas, NA5U.  If my memory is still 
functional, Mike claims that KP1 had nothing to do with KP5 being 
ejected from the Island, and that we should all write our 
congresspersons to get them to pass a "reasonable use" statute that 
would allow responsible DXpeditions.  The URL is:
