No doubt they were there, Richard.  No, I think more a matter of ARRL red tape than Indian gov't red tape.  I am presently out here in W6 land and not time to fool with it, but if there has been no explanation forthcoming by the time I return to SFL on Friday, then I will try to contact Bill Moore and see what he has to say.  Will let you know if I learn anything worthwhile, 73, John
