Hi,

This is our first electronic newsletter for the Southeastern Division. If you are wondering why you didn't receive your hardcopy
letter through the mail this year, with its handy hamfest schedule, it is because I had to abandon it. The costs were just too high
and I was the last Director to mail one out! I know a lot of members still don't have computers and e-mail; I hope you continue to
get the information, either through a club newsletter or from a friend.

Almost all of the current events on a national level, including ARRL and FCC actions and proposals, are now on the ARRL website.
This letter will contain a few news items and reference material of local interest that you might not find there. The hamfest
schedule for Alabama, Georgia and Florida wqill be at the end of this letter, if I can get the format right!

If you are planning to upgrade your license, here is the schedule for when the question pools and associated ARRL License Manuals
will be revised.

General Class Effective July 1, 2004

Extra Class Effective July 1, 2006

Technician Class Effective July 1, 2007

Of course, these are subject to change, depending on what the FCC does with the proposed license restructuring. Don't expect any new
rules on this until 2005!

ATTENTION DX'ERS:

New rules are in effect for field checking of DXCC cards. Card checkers are appointed by ARRL-affiliated DX clubs (25 or more
members holding DXCC) and by Section Managers and the Director (one each). The current checkers are

AWARDS MANAGERS:

Some QSL cards for other ARRL awards can be checked in the field. These include Worked All States (WAS), 5-Band Worked All States
(5B-WAS) and VHF/UHF Century Club (VUCC). These Field Checkers are appointed by ARRL Special Service Clubs (SSC) in the HF and
VHF/UHF areas. If your club is not presently an SSC, you can find out how it can become one by contacting your Section Manager or
Section Affiliated Club Coordinator (ACC). For 2004, the checkers are:

Speaking of awards, the new ARRL program, Logbook of the World (LoTW), is now fully operational. Check out the details on the ARRL
website. You may have some needed country credits waiting, that you never got the actual QSL card for.



ADVISORY COMMITTEES:

These committees are composed of amateurs qualified in various specialty areas of concern to the League. The Committees, acting in
their areas of specialty, undertake studies, review proposals, and make recommendations to the League management. Each ARRL Division
is represented on each Advisory Committee. The Division representatives to the national Advisory Committee also serve as special
advisors to the Division Director. For 2004, the member of the DX Advisory Committee is Bob Allphin, K4UEE; the member of the
Contest Advisory Committee is K4RF.



SCHOLARSHIPS:

Several members of the Division were winners of college scholarships in 2003/2004, valued at up to $1,500. They were

SECTION LEADERSHIP:

Section Managers (SM) are the leaders of ARRL activities in their areas. Because of its large membership, the Southeastern Division
is divided into seven Sections. Alabama, Georgia, Puerto Rico and the US Virgin Islands are all individual Sections. Florida is
divided into three Sections-Northern, Southern and West Central. SM's serve a two-year term, with starting dates as follows:

Alabama: January 1 of even years

Georgia: October 1 of odd years

Northern Florida: July 1 of even years

Southern Florida: October 1 of even years

West Central Florida: January 1 of odd years

Puerto Rico: October 1 of even years

Virgin Islands: October 1 of even years


In all cases, the call for nominating petitions for candidates for the next term will appear in the Happenings column of QST, six
months and five months before the term starts. Rudy Hubbard, WA4PUP, is the dean of the SM's, with seven terms served, and is
starting a new term as NFL SM on July 1, 2004. Greg Sarratt, W4OZK, is the newest SM, and started his term in AL on January 1 of
this year. Congratulations to all on the fine work they do.
