"The intellicast data as well as all the other lightning maps you may see
in the u.s. and Canada (and now many other countries as well) come from
Vaisala.  See their stateside map at:

They also have information on how the network works.  You can (for a fee
of course) subscribe to real time and/or historical data.  They claim
90% or better detection efficiency above 5ka, and median stroke location
accuracy of 500m.  Lots of good information on lightning statistics and
other stuff on this site."
