[South Florida DX Association] 20 meter interference

I am looking for some help. I finally got my tower up, and I am having a blast. My problem is that on 20m I get a s7 level of noise, that goes on and off all day and night. I believe that it is coming from a water treatment plant which is about 1/4 to 1/2 mile away from me to the north. When I turn my beam to a direction other than north, the level drops down a bit. It is at it's lowest when pointing east or west. I would like to comform that the interference is coming from the plant before I go and talk to the officials there. Does anyone have any equiptment that would aid in tracking down the culprit? Any help would be appreciated. Please let me know. I live in Cooper City by the way.
