I found THIS letter interesting, and it seems that the push for BPL may be
coming from the top even though BPL is not specifically mentioned here....

Powell Comments on President's Call for Universal, Affordable Broadband


Federal Communications Commission Chairman Michael K. Powell issued the
following statement following President George W. Bush's speech today that
laid out a vision for America's broadband future:

"The president has set out a bold vision for broadband investment and
deployment over the next four years.  I look forward to working with my
commission colleagues, Congress and the administration to deliver on this
vision for the American people.  Universal and affordable access to
broadband is vital to the health and future growth of our economy."

I looked at the FCC web site and checked how many comments have been
filed from Florida. I found 5. Three are only statements against BPL.
One is good written by Bob Lombardi, W4ATM, a Radio receiver designer
for Rockwell. One asks for an extension to allow the National
Telecommunications and Information Administration and ARRL to complete
their studies.

I read through most of the proposed rule making and wrote some comments
that I will send in after I re-read them later in the week. I am not an
English major so my comment may not be perfect. It is interesting to
note, you don't have to be an English major to be a commissioner.  See
page 36.
