Dear Mr. Sjoberg,
Thank you for your interest in broadband over powerline issues. We
regret that the Commissioner's remarks may have been interpreted as
suggesting an absence of concern over harmful interference. The
Commissioner's primary point was that, from a policy perspective, she is
keenly interested in seeing multiple broadband platforms develop, to
promote the goals of facilities-based competition and broadband
deployment. She did not intend to suggest that broadband over powerline
necessarily will emerge as a viable platform, or that it does not
present interference issues. In fact, she went out of her way to note
that the Commission must ensure that BPL and all new technologies avoid
causing harmful interference to licensed RF users. That is a bedrock
position for Commissioner Abernathy, and we regret if it was not made
sufficiently clear.
Sincerely,
Matthew A. Brill
Senior Legal Adviser to Commissioner Abernathy

Dear Ms. Abernathy:
I just read your speech regarding BPL. I guess I don't get it. There
have been tests with BPL in Great Briton and Pennsylvania that have
produced S-9 plus signals in HF and in the lower VHF bands. I have been
an amateur radio operator since 1954 and am partial to HF operations. If
this BPL is allowed to be developed it seems that all HF operations will
grind to a halt. That includes Amateur (emergency services),Military
(MARS), Police and Fire, Commercial short wave, and one can only guess
at the interference to medical equipment.
Why is the FCC so positive about allowing BPL to continue without
extensive testing and public and private concerns evaluated?
I remain...
Sincerely,
Donald V. Sjoberg
