[SCARES] 146.805 update

Thanks to George Carroll, N5GC, up in Conway, the repeater's call sign has
been programmed and the repeater is transmitting a sub-audible tone!  He is
working on some issues with the repeater's squelch - it appears some of the
capacitors in the squelch line have gone bad.  Once done this will once
again be a very nice repeater.

I think we can expect that it will be back on the air by this Sunday.
