[Scanner] Sacramento County (Calif.) public safety radio system

The metro Sacramento County (Calif.) public  safety radio system is being 
upgraded from analog to digital, but the switch  means that about half the 
system's frequencies aren't available while the  technicians work. Now the head of 
the Sacramento Metropolitan Fire District has  taken his criticisms of the 
project to a newspaper, saying fewer talkgroups on  the 800 MHz trunked radio 
system could put firefighters in jeopardy. The system  has 14,000 users among 
several county agencies, and usually has 25 frequency  pairs for communications. 
During the work, only 12 are available, which in turn  reduces the number of 
available talkgroups. The work is not related to the 800  MHz band returning tha
t is underway across the  country.
