[Scanner] updates on both the 700 MHz and 800MHz bands

There are a number of public safety spectrum  planning meetings coming up in 
June and July. These meetings will provide  updates on both the 700 MHz and 
800MHz bands of the spectrum. Meetings are  scheduled for the Nevada, Oregon, 
West and Central Texas, Kentucky, Southern  Lake Michigan and the New York City 
Metro  Region.
