The change to the city's M/A Com system would  move the system from analog to 
digital. Being able to communicate with both the  county and surrounding law 
enforcement would require a $2 million "switch" that  would provide access to 
12 channels, Fisher said, acknowledging that M/A Com  offered to "give" the 
city a switch. The city also will need to buy new hardware  and  software.
