[Scanner] an 800 Mhz radio system that actually works!

The new radios not only ensure better  communication within the city, but 
also across city boundaries. UC Davis, West  Sacramento and many other agencies 
in the Sacramento region use the 800 MHz  system, and Davis now has the ability 
to communicate with them by radio.  Emergency workers call it  
"inter-operability."
