Just thinking out loud...  Can you find a computer programable scanner
and software that you are comfortable using?

For the house I use a Diamond discone.  Most of the good stuff around
here is trunked or on repeaters, so gain isn't a real issue for me.  It
even does a decent job picking up mobiles directly.
