[ScanIndiana] HAM communications question

I have seen that freq. on radioreference.com but I'm not 100% sure what it 
is used for.  If you go to radioreference.com and click on that freq's 
callsign, it will bring up a map and show the address as to where the FCC 
has registered that freq.  The strange thing is, it shows a private 
residence on Clark Street in Lebanon.  Most public safety freqs. in Boone 
County are registered at the communications center at the jail on 
Indianapolis Ave.  Maybe someone higher up made a mistake and put their home 
address???  Personally all the freqs I have on my EMA radio are in the 
150's, my radio is not capable of transmitting in the the 400's.  If I were 
you I'd monitor 155.76 and the EMA Ops channel on SAFE-T.
