[ScanIndiana] HAM communications question

Boone County's EMA freq. is 155.76 and HAM is 147.105 & 146.97.  Boone 
County EMA also uses Boone EMA Ops on the SAFE-T system.  But due to the 
county's budget civil defense (uncommisioned EMA/volunteers) have to use the 
VHF band to communicate with dispatch and each other.
