[ScanIndiana] 39776 new talkgroup on SAFE-T

I have heard some traffic on talkgroup ID 39776 for the past couple of days
on the Hendricks county sites.  Yesterday (Monday) sounded as mainly radio
checks and seeing what the system would do.  Today sounded as if there was
some convoy-type activity in the Indianapolis area.  Unit numbers were
either two digits, or "series" number one, and one digit.  In other words, I
was hearing unit IDs such as "one two", "one three", etc...  According to
trunker, the particular radios that were in use had not affiliated with any
other known talkgroup before, so unknown who they were.  The talkgroup ID is
numerically just above some Army National Guard groups, so that could be the
user, who knows?
