Welcome to the area, Joe! As you may or may not know, Marion County
(Indianapolis, Speedway, Beech Grove, Lawrence) uses two trunked radio
systems, one for Public Safety, with Police, Fire, EMS, etc. on it known as
System 1, and one for Public service, with DPW, Convention Center/RCA Dome,
Metro Buses, etc., known as system 2. These are administered by the
Metropolitan Emergency Communications Agency (MECA). Both systems are
currently analog, and simulcast from 4 or 5 sites to the whole county (and a
bit of Hendricks county). For a frequency and talkgroup listing for system
1, point your browser to

currently under way on the replacement for these systems, which will be a
digital system. I believe it will still be a simulcast system, but with
more sites for better portable coverage.
For your Avon/Brownsburg area, Hendricks county has recently gone to, or is
going to a unified dispatch center. All Law Enforcement and Fire/EMS radio
traffic is on the statewide networked system, called SAFE-T. This is a
major system, consisting of over 120 sites throughout the state. Pretty
neat system. You will need a digital capable scanner to monitor it. Point
