[ScanIndiana] MECA patches off

Hello all, this message relates to the Marion County MECA trunked radio
system.  A couple of evenings ago, I heard one of the War Memorial officers
on the SAFE-T system tell someone that he could no longer communicate with
IMPD.  That got me thinking that maybe the patches that I had documented
earlier had been taken off, and his radio only had the old IPD talkgroups in
it, or at least he didn't know about the new ones if they were there.
Anyway, this morning I took a look at trunker, and sure enough, no more
continuous patches between the old IPD/MCSD talkgroups and the new IMPD
talkgroups.  I imagine that should take some load off of the system
controllers.
