Unlicensed police simplex has been going on in Marion county since at
least 1992.  I hunted for these frequencies and listened closely for
years (as evidenced by the lists I posted earlier).  At first it
seemed there was some kind of planning regarding picking frequencies.
After a while what they started doing is pick a frequency at random,
listen for a day or two to see if anyone else is using it, then start
using it if they don't hear anything.  Virtually all are using
modified amateur radios.  A few have marine radios.  A small number
have legitimate MURS radios.  There used to be a certain radio shop
owner who was largely responsible for helping the police, but I don't
think he does that anymore, in fact I don't even think he's in
business anymore.  There are a handful of police who are adept at
programming radios, a few of them are even hams.

Yes, it is illegal.  I tried for at least a year to try and get the
FCC to do something, but they have apparently turned a blind eye to
the whole situation.  I gave up.  If anyone has more pull than I do,
more power to you.  In the meantime it can make for some very
interesting and informative listening, providing you can tolerate the
salty language.
