Drew, others on this list have been giving you good information. Maybe 
I can add
some background.

Indiana's Project SAFE-T is a Motorola SmartZone Omnilink trunked radio system
using 3600bps control channels. Any scanner that can follow a Motorola "Type
II" trunked system can track the talk groups on SAFE-T. The catch is that
SAFE-T has both analog and digital talk groups. You should be able to hear the
analog talk groups with any scanner that can follow Motorola "Type II" trunked
systems. HOWEVER, many of the talk groups on SAFE-T are digital using the APCO
P25 Common Air Interface. You will need a scanner capable of decoding APCO P25
data in order to hear those talk groups. I can't speak for every 
scanner on the
market, but the Uniden 396, 796, and 996 and Radio Shack Pro-96 all reportedly
work with Project SAFE-T. I know the Uniden 396 works because I have one.

Illinois and Michigan are using APCO P25 Standard trunked radio systems with
9600bps control channels. This is different from Indiana's system. You will
need a scanner that is fully compatible with the APCO P25 standard to scan
those systems. Again, I can't speak for the entire scanner market, but I know
the Uniden 396 works in Michigan because I've done it.
