[ScanIndiana] BC 796D?

I bought a Uniden digital BC 796D, APCO 25 scanner with the idea of  
monitoring Safe-T net.  I could never get it to work.  Now I'm told  that it will not 
pick up Safe-T net.  The only scanner that will pick it up  is the PRO 96, 
etc.  Is this true?  If so, I wasted $500. bucks.
