The journalist who wrote the article probably doesn't quite understand
the subtleties.  MECA is an agency which provides dispatch facilities to
Indianapolis police, fire, ems, etc.  Speedway, Lawrence, and Beech
Grove have their own separate dispatch facilities.  Those towns do,
however, use MECA's radio system for communications to facilitate
interoperability.  For example, prior to moving to MECA's radio system
Speedway used its own trunked 800 MHz system.
