[ScanIndiana] New MECA IMPD talk groups now active

Funny you should mention that, Scott.  I have noticed today on trunker that
there are patches set up for the new and old talkgroups.  Kind of a "smooth
transition period" perhaps.  The ones I have seen in the past few minutes
are as follows:
MCSD DATA --- Data/Inquiry1
IPD WD-1 --- NW1
IPD CD-1 --- Downtown 1
IN1 (Detectives) --- Undocumented talkgroup no. 24720 (probably detectives)

It should be fun!

Just turned on my scanner and found that the new  MECA IMPD talk groups are 
now being used.  I thought they weren't going to start using them until 
Thursday (12/28).
