No.
SAFE-T is a statewide communications system and there are some
statewide talk groups. A user on a statewide talk group who was
physically located in one end of the state would be able to talk to
another user on that talk group in the opposite end of the state.
But most talk groups are local and the system will only let a user on
those talk groups affiliate with a certain numbers of towers away
from his home area. For instance, I have a SAFE-T radio assigned to
me by Hendricks County Emergency Management. Hendricks EMA has a talk
group on SAFE-T. I can use that talk group within a radius of about
40 miles of Danville, but if I get outside that area, my radio won't
affiliate when set to that talk group. If I switch to a state wide
talk group, however, my radio will affiliate.
