Brett,
  Command handles or oversee's the entire event... gets info from safety,
ops, ect.  Operations primary function is dealing with only the working
event.. fire suppression, rescue, rit team. Operations reports to Command.
Think of it as Command being the brain and operations as the muscle to get
the job done.
