[ScanIndiana] new talk groups on District 52 Dightal system

If you guys figure anything out for sure, let us know so Matt or I can add 
them to the RR.com database!

Ripley County and Batesville Police Dept. are now using  the SAFE-T system 
on a limited basis..I have posted all known talkgroups to this point in the 
database. At this point, I think they only have WT's, no mobiles or dispatch 
equipment as of yet..
