I don't think anyone has that frequency.  That is the problem.  So my
only suggestion is that you search for it.  The FCC references have been
posted.  You might try checking them, and entering all of them in the
scanner and hoping for a match.

Not a guaranteed thing, but in this hobby, there are no guarantees.  You
have to use the resources you can find, and if nothing else, make an
educated guess.

You might try calling someone from Cinergy and asking.  This isn't as
far fetched as you might think.  Social engineering is often a very
effective way of getting frequencies.
