Ken,

You are correct, but the odds of transmitting at the same time and not being able to copy the other individual drop drastically with CTCSS/PL.  Of course, selecting another channel is the best option, but not always available.  Have you been to Dayton Hamvention before, if so you've experienced a disastrous display of co-channel interference, but ironically everyone seems to be able to communicate.  Usually because of persistence, and folks run CTCSS decode so you don't have to listen to everyone else use the same frequency you are on.  It's certainly not ideal, but gets the job done.

  Just remember, the PL codes don't eliminate co-channel interference, they
  just mask it.  If Sam's Empire is using channel 1, PL code 3, and you're
  using channel 1, PL code 20, you won't hear them, and they won't hear you,
  but if you both try to talk at the same time, you'll still have problems.
  Best bet is to go to another RF channel, then the PL won't matter.
