[ScanIndiana] Avon FD on MECA

I read an article in the Hendricks County flyer that the County plans to use 
both systems.  Like Tim mentioned, MECA in the Eastern part of the county and 
SAFE-T in the Western part.  Motorola claims they can make the two systems 
work together.  However, the article went on to mention there is no SAFE-T tower 
in the Western part of the county.  Danville has had some reception issues the 
past couple of months.

I have also heard Boone County plans to join SAFE-T by the end of the year.  
EMA plans to be the first on the system.
